I think "knowing the magazine" is probably the most important tip. It involves more than just flipping through an issue or two of the publication. One needs to read the magazine over a long period of time  to get a good sense of their editorial style.

Also, if you're submitting an article with a holiday-related theme, it needs to be done well in advance, as the editorial calender for most publications plans things out ahead of time. For example, if you wanna submit a Christmas article now, it's probably too late.</description>

When I wrote (10 years) for BusinessWeek, the craziest day was Tuesday, when all the weekly stories had to be delivered. Wednesday morning was also off limits. Thur, by comparison, was quiet as a graveyard as we prepared for the next cycle. Those "off days" are fewer now with the web taking hold, but you should still be sensitive to the cycles and plan your inquiries around them. 

One other tip: we were constantly looking for help for special sections or "roundup" pieces. Find out if your magazine has these and target them.
